Recognizing the need for enhanced administrative training for Service managers and supervisors, the Leadership Development Center, Immigration and Naturalization Service, Dallas, Texas, was created in 1995 to serve this need. The Center's courses, the first of which was conducted in March 1996, provide consistency and quality in the training of Service managers and supervisors. Historically, the Service has concentrated its greatest training efforts on the law enforcement training and operational needs of the Service, and these are provided at the Border Patrol Academy in Glynco, Georgia, and at the Immigration Officer Basic Training Courses provided at Glynco, Artesia, New Mexico and Charleston, South Carolina. In 2003, all entities of the INS were transferred into the new Department of Homeland Security (DHS). As specialists in the field of managerial and supervisory training, the Center staff understands the special needs of adult learners and offers programs, which nurture their talents and experience. Our staff focuses on motivating students toward success by sharing expertise in team building, stress management, communications, leadership, ethics, values, motivation, management styles, effective writing, employment law, organizational leadership, change management, retention, successful planning, dealing with difficult people, conflict management, effective presentations and many other critical supervisory and management topics of the day. In addition, the Center focuses on federal specific cases relating to disciplinary actions, labor-management relations, performance management and leave administration. The majority of the Center's courses are site-based in Dallas; however, on occasion, the courses are exported to remote locations.

The student population consists of both newly appointed and experienced supervisors, managers and executives from throughout the DHS who are stationed around the world.
