The parties to the fund are the Laborers' International Union of North America, AFL-CIO (LIUNA) and the Associated General Contractors of America (AGC). Laborers-AGC acts as an umbrella organization to provide primary support for 69 affiliated funds engaged in training Construction Craft Laborers in construction and environmental remediation laborers throughout the United States and Canada.

The purpose of training and education is to improve and expand the competitive position of employers and union laborers.
